The tropical depression continues to have maximum winds of 55 km/h and gustiness of up to 65 km/h. But it is expected to strengthen into a tropical storm since it remains over water. Samuel is expected to make landfall in the Dinagat-Samar-Leyte area on Tuesday evening, already as a tropical storm.
Signal No. 1 is now raised in: Masbate including Ticao Island, Romblon, southern part of Oriental Mindoro, southern part of Occidental Mindoro, northern part of Palawan including Cuyo Island and Calamian Group of Islands, Northern Samar, Eastern Samar, Samar, Biliran, Leyte, Southern Leyte, Bohol, Cebu, Siquijor, Negros Oriental, Negros Occidental, Guimaras, Iloilo, Capiz, Aklan, Antique, Dinagat Islands, Surigao del Norte, Surigao del Sur, Agusan del Norte, Agusan del Sur, Misamis Oriental, Camiguin.
PAGASA warned that moderate to heavy rain may trigger flash floods and landslides in Caraga, Northern Mindanao, Eastern Visayas, Central Visayas, Western Visayas, and Bicol.

Tropical Depression 33W, named Samuel by PAGASA, is strengthening on its way toward the Philippines. The storm is expected to reach tropical storm strength before it makes landfall in Siargao and Dinagat Islands on November 20, 2018.

As of 09:00 UTC on November 19, the center of Tropical Depression 33W was located approximately 1 260 km ESE of Manila, Philippines. The system was tracking WNW at 26 km/h with maximum sustained winds of 55 km/h and gusts to 75 km/h.

Moderate to heavy rains which may trigger flooding and landslides may occur over Caraga Region, Eastern Visayas, and the provinces of Davao Oriental, Compostela Valley, Bukidnon, Misamis Oriental, Camiguin, Bohol and Cebu.

Residents of these areas, especially those living near or in river channels, low-lying and mountainous areas, are advised to take precautionary measures, coordinate with local disaster risk reduction and management offices, and continue monitoring for updates.

Fisherman and those with small sea crafts are advised not to venture out over the areas under TCWS No. 1 and the eastern seaboards of Visayas and Mindanao.
