Tropical Depression Samuel left the Philippine Area of Responsibility (PAR) at 6 pm on Thursday, November 22, shortly after Man-yi intensified from a severe tropical storm into a typhoon outside PAR.
It is moving west toward Vietnam at a slightly slower 20 kilometers per hour (km/h) from the previous 30 km/h.
Samuel maintained its strength as it left PAR, with maximum winds of 55 km/h and gustiness of up to 65 km/h.

As Tropical Depression Samuel is about to leave the Philippine area of responsibility on Thursday evening, a severe tropical storm is also likely to barrel toward the vicinity.
The cyclone slightly intensified as of Thursday morning, maintaining a maximum wind speed of up to 66 kilometers per hour near the center and a gustiness of up to 65 kph, according to an 11 a.m. bulletin of state weather bureau PAGASA.

Tropical Storm Samuel slightly weakens and as it approaches the eastern coast of Leyte. Most of its rainbands extend over the northwest part from its center, spreading across Visayas, Bicol Region and CaLaBaRZon.

Storm Samuel is expected to accelerate as it moves west-southwestward at a forward speed of 32 km/hr, and will make landfall over the eastern coast of Leyte this morning (Nov 21) at 1 AM to 3 AM , and then will cross the provinces of Cebu, Northern part of Bohol, Negros Occidental and Negros Oriental this later morning at 7 AM to 9 AM. It will remain a TD as it crosses the said areas up until it reaches the southern part of Sulu Sea.

The depression’s rainbands together with its Trough (or extension) and the enhanced Northeast Monsoon (Amihan) will bring cloudy and windy conditions with occasional rain showers and thunderstorms across the rest of the Visayas, Bicol Region, MiMaRoPa, and CaLaBaRZon today through Wednesday.
